Council
The Advisory Council is a strategic forum comprising EACO Members and Partners that meets every two years to review Assembly reports and generate recommendations to the Board.
Role of the Advisory Council
The EACO Advisory Council shall comprise of Members and Partners and meets every two years. It serves as a strategic forum through which the broader EACO community engages with the governance and direction of the Organisation.
The Advisory Council is a forum to receive and adopt reports from the Assemblies — the Regulatory Assembly, Operators Assembly, and Postal Assembly — and to generate recommendations therefrom to be forwarded to the Board for consideration and approval.
The Board remains responsible for the direction of the affairs of the Organisation in between meetings, ensuring continuity of leadership and strategic implementation across the East African region.
The Chairperson of the Advisory Council shall be the Chairperson of the Regulatory Assembly.
This ensures a direct link between the deliberations of the Regulatory Assembly and the strategic recommendations forwarded to the EACO Board, maintaining coherence across all governance organs.
The EACO Board is composed of the Chief Executive Officers of the Members. The Chairperson of the Board is elected by EACO Members from amongst the CEOs of Regulators of the Member States, with due regard to the principle of rotation.
Core Functions
The Council receives and reviews reports from the Regulatory Assembly, Operators Assembly and Postal Assembly, ensuring all sub-sector perspectives are considered.
Following deliberation, the Council formally adopts the reports from each Assembly, providing a unified review of sector-wide developments across East Africa.
The Council generates strategic recommendations arising from the adopted reports, reflecting the collective views of all EACO Members and Partners.
Recommendations are forwarded to the EACO Board for consideration and approval, ensuring that the voice of the broader membership informs Board decisions.
Provides a formal forum for all Members and Partners to engage, exchange views and contribute to the strategic direction of regional communications governance.
Acts as the governance bridge between the Assemblies (sub-sector bodies) and the Board (highest decision-making organ), ensuring institutional coherence.
Membership Composition
The communications regulatory authorities of all seven EAC member states — Burundi, D.R. Congo, Kenya, Rwanda, South Sudan, Tanzania and Uganda.
Telecommunications operators, broadcasting companies and postal service providers operating across the East African region.
Regional ICT training institutions and academic bodies contributing to capacity development in the communications sector.
International partner organisations including ITU, GSMA, ISOC, Ericsson, CTO and other bodies with which EACO holds Memorandums of Understanding.
