About the Council

Role of the Advisory Council

The EACO Advisory Council shall comprise of Members and Partners and meets every two years. It serves as a strategic forum through which the broader EACO community engages with the governance and direction of the Organisation.

The Advisory Council is a forum to receive and adopt reports from the Assemblies — the Regulatory Assembly, Operators Assembly, and Postal Assembly — and to generate recommendations therefrom to be forwarded to the Board for consideration and approval.

The Board remains responsible for the direction of the affairs of the Organisation in between meetings, ensuring continuity of leadership and strategic implementation across the East African region.

Chairperson Rule

The Chairperson of the Advisory Council shall be the Chairperson of the Regulatory Assembly.

This ensures a direct link between the deliberations of the Regulatory Assembly and the strategic recommendations forwarded to the EACO Board, maintaining coherence across all governance organs.

The EACO Board is composed of the Chief Executive Officers of the Members. The Chairperson of the Board is elected by EACO Members from amongst the CEOs of Regulators of the Member States, with due regard to the principle of rotation.

Receive Assembly Reports

The Council receives and reviews reports from the Regulatory Assembly, Operators Assembly and Postal Assembly, ensuring all sub-sector perspectives are considered.

Adopt Reports

Following deliberation, the Council formally adopts the reports from each Assembly, providing a unified review of sector-wide developments across East Africa.

The Council generates strategic recommendations arising from the adopted reports, reflecting the collective views of all EACO Members and Partners.
