1. Acceptance of Terms

These Terms of Use "Terms" govern your access to and use of the website operated by the East Africa Communications Organisation "EACO", "we", "our" or "us" at eaco.int, including any content, functionality, and services offered on or through the website.

By accessing or using our website, you confirm that you are at least 18 years of age, that you have read and understood these Terms, and that you agree to be bound by them. If you do not agree to these Terms, you must not access or use our website.

EACO is an inter-governmental organisation established under the East African Community framework. These Terms are governed by our mandate as a regional regulatory coordination body and applicable laws of the East African Community member states.

2. About EACO

EACO is the East Africa Communications Organisation, an inter-governmental body established by the East African Community member states — Burundi, Democratic Republic of Congo, Kenya, Rwanda, South Sudan, Tanzania, and Uganda — to coordinate and harmonise communications and ICT regulation across the region.

Our secretariat is located in Kigali, Rwanda. EACO's mandate includes harmonising spectrum management, postal and telecommunications regulation, and facilitating digital transformation across member states.

The website is operated by the EACO Secretariat and serves as an official channel for information, event registration, publications, and stakeholder engagement.

Subject to these Terms, EACO grants you a limited, non-exclusive, non-transferable, revocable licence to access and use the website for lawful, personal, and non-commercial purposes related to EACO's mandate and activities.

  • Download publications, reports, and documents made available for public access
  • Register for EACO events and submit enquiries through provided forms
  • Share links to our content for non-commercial, informational purposes
  • Access member-restricted content if you are an authorised representative of a member state organisation

EACO Publications and Reports

Official EACO publications, conference reports, communiqués, and policy documents may be reproduced for non-commercial, informational, or educational purposes provided that EACO is clearly attributed as the source and the content is not altered or misrepresented.

EACO Name and Logo

The EACO name, logo, and associated marks are protected. You may not use them without prior written authorisation from the EACO Secretariat, except as minimally necessary to identify EACO as the source of information you are referencing.

Third-Party Content

Certain content on our website may be owned by or licensed from third parties. Such content remains subject to the intellectual property rights of the respective owners. EACO makes no claim to intellectual property rights in third-party content.

Any reproduction, redistribution, or commercial exploitation of website content beyond the permissions described above requires prior written consent from the EACO Secretariat.

6. Event Registration

When you register for an EACO event through our website, the following terms apply:

Registration Accuracy

You must provide accurate, complete and current information during registration. EACO reserves the right to reject or cancel registrations that contain false or misleading information.

Attendance and Conduct

Registered attendees are expected to conduct themselves in a professional and respectful manner consistent with EACO's inter-governmental character. EACO reserves the right to refuse admission or remove any attendee who behaves in a disruptive, offensive or inappropriate manner.

Photography and Recording

EACO events may be photographed, recorded and livestreamed. By attending, you consent to your image, voice and likeness being captured and used by EACO for official documentation, reporting and communications purposes.

Cancellation and Changes

EACO reserves the right to modify, postpone or cancel any event at its discretion. In such cases, registered participants will be notified as promptly as reasonably practicable. EACO shall not be liable for any costs, losses or expenses incurred by participants as a result of event modifications or cancellations.

Official Documentation

Your name, title and institutional affiliation submitted during registration may appear in official conference reports, communiqués and participant lists, which form part of EACO's public inter-governmental record.

7. Disclaimers

The information on our website is provided in good faith for general informational and inter-governmental coordination purposes. EACO makes no representations or warranties of any kind, express or implied, regarding:

  • The accuracy, completeness, reliability or timeliness of any information on the website
  • The fitness of the website or its content for any particular purpose
  • The uninterrupted or error-free operation of the website
  • The absence of viruses or other harmful components on the website or any linked external sites
Official EACO decisions, resolutions, declarations and policy positions are contained in formally adopted documents. Nothing on this website constitutes legal advice, regulatory guidance, or a binding commitment by EACO or any member state.

As an inter-governmental organisation, EACO enjoys certain immunities and privileges under international law and applicable host country agreements. Nothing in these Terms shall be construed as a waiver of such immunities or privileges.

10. User Accounts and Access

Certain areas of the EACO website — including the member portal, working group document repositories and restricted event pages — require authentication. Where you are granted access credentials:

  • You are responsible for maintaining the confidentiality of your login credentials
  • You must not share access credentials with unauthorised individuals
  • You must notify the EACO Secretariat immediately of any suspected unauthorised use of your account
  • EACO may suspend or terminate access at any time where there is evidence of misuse or breach of these Terms
  • Access is granted in your capacity as an authorised representative of a member state organisation or designated stakeholder and is non-transferable

Upon termination, all licences granted to you under these Terms will immediately cease. Provisions of these Terms that by their nature should survive termination will do so, including disclaimer, limitation of liability, and intellectual property provisions.

14. Governing Law and Disputes

As an inter-governmental organisation, EACO operates under a framework established by the East African Community Treaty and related instruments. These Terms shall be interpreted consistently with EACO's inter-governmental status and mandate.

To the extent that national law applies, these Terms shall be governed by the laws of the Republic of Uganda, where EACO's secretariat is headquartered, without regard to conflict of law principles.

Any disputes arising from or related to these Terms or your use of the website shall, where possible, be resolved through good-faith negotiation with the EACO Secretariat. EACO's immunities and privileges under international law are expressly reserved.
