EACO Assemblies

EACO has established four Assemblies, each deliberating on regional issues within its sector. The Assemblies receive and deliberate on reports from all Committees and Working Groups, with leadership elected by rotation.

How It Works

Four Sector Assemblies

EACO has established four Assemblies, each focused on a distinct sub-sector of the communications industry. Every Assembly deliberates on issues related to its sector which are regional in nature, ensuring that both regulatory and operator perspectives are represented in EACO's governance.

The Assemblies receive and deliberate on reports from all Committees and Working Groups relevant to their sector. The Chairperson of each Assembly is elected from amongst its members, with the election having due regard to the principle of rotation across member states.

Recommendations arising from Assembly deliberations are forwarded to the Advisory Council, which in turn forwards them to the EACO Board for consideration and approval.

South Sudan currently chairs all four EACO Assemblies, holding leadership positions across the Regulatory, Postal, Telecom and Broadcasting Assemblies. This reflects the principle of rotation applied across EACO member states.

Mandate: Deliberates on regional regulatory issues and receives and deliberates on cross-cutting issues from all the Assemblies.

  • Review and harmonise ICT regulatory frameworks across member states
  • Deliberate on cross-cutting issues arising from all other Assemblies
  • Receive reports from regulatory committees and working groups
  • Generate recommendations on spectrum, licensing and policy harmonisation
  • Coordinate regulatory positions for regional and international forums

  • Address cross-border postal and courier service challenges
  • Promote the development of postal infrastructure and e-commerce logistics
  • Coordinate positions for Universal Postal Union (UPU) engagements

  • Address roaming, interconnection and spectrum sharing challenges
  • Review and adopt reports from telecom working groups
  • Promote broadband connectivity and digital infrastructure investment
  • Coordinate on 5G readiness and emerging technology deployment

Composition: Members who are broadcasting operators across the East African region.

Mandate: Deliberates on Broadcasting issues which are regional in nature.

Key Responsibilities
  • Harmonise broadcasting standards, content regulations and digital migration
  • Review and adopt reports from broadcasting working groups and committees
  • Address spectrum management for broadcasting across member states
  • Promote the transition from analogue to digital broadcasting (DTT rollout)
  • Coordinate positions on content regulation and media pluralism
